Education: graduated in physics from University of Ljubljana, received a master’s degree in biophysics from University of Zagreb, obtained a doctorate in physics from University of Ljubljana in 1987.

• Secretary of State at the Ministry of Science and Technology of the Republic of Slovenia (1997–1999);
• Minister of Defence of the Republic of Slovenia (1999–2000);
• Slovenian ambassador in the Russian Federation, concurrently Slovenian ambassador in Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan (2001–2004);
• Director of the Slovenian Research Agency (2004–2014);
• Since 2009, he has been a member of the management of the Association of European Research Agencies "Eurohorcs", and since 2012, a member of the board of the Association "Science Europa".;
• Vice President of the European Science Foundation (2012–2014);
• Director of the Slovenian Quality Assurance Agency for Higher Education (NAKVIS) (2018 – present);
• President of the Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEENQA) (2020 - present);

Scientific works, publications:He was a researcher in Slovenia for 15 years and two years in US. He has published multiple publications (more than 60 articles), which have received international and domestic acknowledgment. His second research field was public management. He has written several books in Slovenian on: scientific research, transparency and political appointments.
