IQAA Held a Training Seminar for Experts

On 25 September 2026, the Independent Agency for Quality Assurance in Education (IQAA) held a training seminar for experts on current issues in the external evaluation of higher and continuing education institutions.

The event took place online and brought together more than 70 professionals involved in external evaluation procedures. The seminar focused on practical tools for experts, current requirements in educational quality assurance, and approaches to formulating well-founded expert decisions.

The participants were welcomed by Sholpan Murtazovna Kalanova, President of IQAA, Professor, Doctor of Pedagogical Sciences, and Candidate of Chemical Sciences.

Presentations were delivered by Karlygash Mukharedenovna Jigitcheyeva, Director of the Higher Education Institutions Accreditation Department at IQAA, Docent, and Candidate of Chemical Sciences; Bakhytkul Telkhozhaevna Abdizhapparova, Head of the Accreditation Office, Candidate of Technical Sciences, and Associate Professor at M. Auezov South Kazakhstan University; Akmaral Satbekovna Kadyrova, Vice-Rector for Academic Affairs and Candidate of Economic Sciences at Sherkhan Murtaza International Taraz University; Yersaiyn Kurmanbaiuly Mailybayev, Vice-Rector for Digitalization and PhD at the International Transport and Humanities University.

The second part of the seminar featured an intensive case-based workshop entitled “Analysis of Expert Assessments and Making Well-Founded Decisions” ( (A. Zh. Gabdullina, Chief Expert of the Higher Education Institutions Accreditation Department at IQAA and Candidate of Historical Sciences).

During the practical session, participants analysed expert assessments and recommendations, evaluated the sufficiency of the evidence presented, considered whether the scope of the proposed recommendations was proportionate to the issues identified, and assessed the validity of expert conclusions.

At the close of the seminar, participants reviewed the outcomes of their work and identified key areas for the further professional development of experts. 

The training seminar provided a platform for strengthening experts’ professional competencies, exchanging practical experience, and further improving approaches to the external evaluation of higher education quality. Participants received certificates upon completion of the seminar.
